Recoil housing info?

Does anyone know anything about the recoil housing underneath the ATV’s? I think you are supposed to drain them if you drive in wet conditions or if you plan on storing it for a length of time. Are you supposed to drain/check it once in a while for maintenance?

I open the drain every oil change, seeing how I'm under there anyway. I also drain it after going through deep water. It's usually dry though.

You figure they could have made it a bit easier to get to.

I had my mechanic check mine while he was changing the oil he said it was dry. I went riding after and did some river riding for only 5 minutes up to the floor boards (deepest part). Should I be concerned that I need to check/empty the recoil housing? By the way mine ran fine in the water. I have heard many water stories about the Scrambler’s.
