Ignition timing is non adjustable. As for valve (cam) timing, simply line up the mark (TDC) on the flywheel with the pointer. Line the line on the timing sprocket with the notch on the rocker cover.

The best advice is simply purchase a manual. Sometimes the pictures are better than verbal. I haven't actually worked on a 300 honda, but most hondas are the same.

To start, find Top Dead Center (TDC) or (T) on the flywheel. Line it up with the pointer, notch, or mark on the flywheel cover. The cam will either have one line, three lines, an arrow, a dot, or some kind marking. If you can post what you have, it would help. If it has three lines (like a lot of hondas) one will be straight up, and the two that are directly across from each other will be lined up with the head/rocker cover mating surface. The cam will be installed with the lobes down.

If none of this helps, tell me what you are looking at. Like I say, every model of engine can be different.
