Default OIL TEMP. LIGHT AND FAN ON

87 Honda 4 trax Foreman when I start the Honda the oil temp. light and the fan are running-the fan is running while I am cranking the engine on start up.
It does this here in Michigan in the cold weather say at 20F.
When is the fan supposed to be working when it is working correctly and what should I BE looking for as to this trouble.

Default OIL TEMP. LIGHT AND FAN ON

On the right side of the motor behind the foot brake is a tin plate. Remove it there are two switches unplug them while the bike is running if the fan shuts off then replace the switch. If it does not look for a bare wire.
