Default Scrambler water pump seal leaking

The weep hole on the water pump is crying. I don't see how that thing gets tore up so easy. The overflow bottle is snorkeled. What is the purpose of the weep hole and why not just plug it?
What part and tools do I need to buy? How far will I have to bend over this time?

I had to replace my seal in my xplorer 400.Guess they just go bad.Weep hole is to let you know something is wrong.Dont plug it,its gonna find its way to the crankcase.Dealer fixed mine(after 3 weeks)for around 70.oo.Seal was only like 15 or so.I already had my quad tore down(plastic, floorboards, etc) I think it does take a special tool or two.,thats why labor wasnt that much.

Thanks I'll probably order the seal tomorrow. Can anyone tell me exactly how to replace this seal? I read that the tool is $75. I will either make something or barrow from the dealer like I did for clutch tools. Some people said they snorkeled the weep hole. I don't see how the water could ever get in the crankcase, but if you ran a hose from the hole up high, that would keep dirt out yet still let it blow out water.
