Default AC 500i won't turnover

I inherited a problem with the starting circuit when I purchased a used AC 500i. It gets juice to the starter relay from the start switch when pushed, and the relay has continuity thru it (orange to green wire) when the relay closes, but no juice is present at the orange wire to send to the solenoid. I can jump the solenoid (green) wire to hot and the starter rolls, so I know it isn't the solenoid. I don't have a service or owners manual to show me where any safety switches in the circuit may be. Does any one have any ideas on where my problem may lie? Is there a nuetral safety switch? Where does the orange wire get juice before the starter relay?

Maybe the start in gear system has a short in the hand brake lever. If you are in nutral it should start , if you are in gear, you need to apply your hand brake and it should start. I park mine in nutral but my boys will kick it in gear and it throws me a curve. I think I have a problem, but it is just in gear.
