alright, i can finally work on my quad. its sort of hard because my dad gets home late during the week, so we usually do it on the weekend. what was the page in the manual for checking the float level? i looked and i still can find it? i looked under carb, carb schematics, inspecting and cleaning and then there wasnt anything else for the carbs.

Look in the carb section and the 250 and 400 carb are first. First disassembling, inspecting thenassembling. Look under assembling. It is near the end of the assembling part, paragraph 4. The picture is Fig. 4-34

i found it and we put it at 2 3/4 turns. for some reason, it took my dad 7 turns to get it even slighlt seated. that cant be good. we are going out now to check the float height. can i just do what they are doing in figure 4-34, only with a ruler?

Way to go Bear!
I tried the carb 1st but he said it was good so I led him to vacuum and compression! I did agree not a timing issue though.
Been there done that . My bad
But Congrats on your walkthrough
