we have a winner!!!!!!...after looking at that relay(where the 30 amp fuse sits)...I noticed it looled like there was some melted plastic down in there....I took one of the blades off one of my trusty 100grain thunderhead broadheads and was finally able to get the melted plastic out of the fuse base and ...baaaaaammmmmmmmm 13.4 volts at idle and will go up to 14.3 volts when reved up!!!!!!!....

I now consider myself on very intimate terms with the wiring system on my 2001 400 4x4...
