The major advantage to an enrichener over a butterfly is less moving parts in the air stream thru the carb. Giving improved air flow and improved preformance. You have to play with an enrichener to learn where it works best. But you have to remember, once you crack the throttle the enrichment system does work well becaused of lower vacuum which the enrichment syste need to pull the fuel into the engine. The enrichener bleeds fuel in behind the throttle valve where the vacuum is if the valve is closed. A butterfly choke is on the front of the carb and blocks air flow there to create extra vacuum, so the throttle valve open or closed changes nothing. But with an enrichener the throttle valve needs to be closed.

ACAT400, Sounds like your "choke" is not working. You said it would not move from one side to the other. If it is not choking it will not start in cold weather. I would do as Bear suggested but also make sure your choke is working.
