ac 90 starting & running probs.

Hey folks,
Just got ahold of a 2003? AC stroke 90. Starts really hard. I don't believe the electric choke is working properly (I tried opening the solenoid with 12 volts external & nothing) Once I get it started(after about 20 kicks) I can do maybe a lap around the house at full throttle and then it just dies. The bowl at that point has fuel in it. One thing I noticed while I had the carb apart is that the float seems to go up pretty high inside the body of the carb. Is this normal?
The engine is warm by then but it won't start after that. I've pulled the carb and there is alot of extra fuel in it, all over the intake boot. etc. Is the electric choke not working the whole cause of this? Also what is the base setting for the air screw(turns out?). I've always dealt with manual chokes for mikuni carbs. I've cleaned the carb twice with cleaner and compressed air. One thing I noticed is that the float needle seat does not have a rubber seal, is this normal? The needle has the rubber tip on it but still?Any help would be greatly appreciated. This thing is driving me crazy
