Well on my 2006 Arctic Cat 400 FIS Auto i can hear the sound of the 2x4 4x4 switching when i flip the switch , if you can't hear the sound of the switch when you flip it ; there could a blown fuse or a short ciruit in the wiring or a bad switch !
You don't state weather you can hear anything when you flip the switch of the 2x2 4x4 on the handle bar , i would check this out first ; then i would go from there with checking the fuse ; then check the 2x4 4x4 switch and wiring before going any further !........

I am pretty sure that it is an electric selinoid that engages/disengages the 2wd 4wd on the front differential. I think you could also remove the selinoid and see if the button activates it as well. This may tell you if something is bound up inthe front differential and not allowing it to disengage.
I like my old manual push/pull 2wd/4wd lever. At least there are no fuses or switches to rust or corrode. I did not see a designated fuse for that actuator in the wiring diagram unless it is also an "accessory".

05 4x4 probblem
If not a fuse, then go aheah adn remove the motor from the differential. Test the pin on the diff. to check for free movement. Out is 4wd, in is 2wd. Open up the motor casing and check for water. This is just a simple two direction motor. The motor spins a screw to move a plate back and forowth. The plate is what physically moves the pin for 2/4wd. The plate also has a small tab that makes a contact to stop the motor, and I think also change the phase to make the motor change direction. The plastic inside is two parts so it may have come apart and got stuck, or caused the spring to get lodged in somehow. Finally check that the small plastic tab that hangs over is making full contact.
