2006 Arctic Cat 400 Electrical Issues

My father in law dumped his quad in a river a few years ago. Had it running for the rest of the hunting season then parked it. He had some electrical issues such as the gauge cluster stopped working and he just ended up buying a new one and the quad has sat since. I am attempting to fix it for him. The bike is completely dead, nothing happens when I turn the key. I have replaced the battery and starter solenoid. I have visually inspected all the wiring and haven't found any cuts or issues. I used a test light and found power to the starter solenoid post but not the other. I am not an electrical expert by any means, looking for help in direction for potential causes and next step to take. Any help would be appreciated.
I should note this is a manual shift 400.

If you have a meter, in side of the starter solenoid will show same volts as battery other side will show 0 until you try to start it by either electric start or manually starting.
Do you have a service manual for this ATV?
What does your battery voltage read?

Jump the large posts of the starter solenoid if it turns over you have a bad solenoid out of the box, your starter switch is bad, ignition switch is bad, or bad wire between switch and solenoid. If you turn the key on and the lights turn on then your ignition switch is more than likely working properly. Im assuming you have checked all the fuses and fusable links in the machine?
