Weird issue bleeding brakes??

Hey guys, new to the forum here.
I’ve got a 2014 arctic cat 550trv.
I recently paid a mechanic friend of mine to re-do the brake system
-brand new rear master
-brand new front master
-pads
i picked it up from him yesterday l, and he had basically given up on bleeding the brakes…which was surprising because it takes a lot to get this guy to give up.
There is no pressure in either the front lever, or foot pedal UNLESS I depress the foot pedal first, in which case I have full brake pressure at the front lever and the quad stops beautifully…
so basically the brakes only work if I hold down the foot lever first, keep it held, and then hit the front lever….
can someone help me make sense of this? Did we miss something crucial in the bleeding process?
