Replaced coil ,wiring harness, cdi and rectifier, same issue, checked every ground on it, and now the netural light will not come on unless you ground the netural saftey switch to the battery, I have been working on atv's for years and have never seen such a problem, if you could figure out anything else would be great , but I'm running out of options here I have replaced everything on the bike but the netural safty switch, but it's sending power threw it with it disconnected from the switch itself were it goes into the engine, this is really annoying, I don't know we're else to turn

Neutral wire will show pos, as pos flows through bulb and is earthed by the switch when in neutral, to make the bulb light. So you have a faulty neutral switch. Just a possibility but is the engine earthed properly? I guess both your problems could be caused by that.
