Brakes locked up

Have a problem with the brakes on my ATC200. It's been stored for a few months over the winter months, and when I went to ride it the other day, the rear brakes were locked up. It isn't a stuck cable or anything that simple. The brakes are fairly new so they can't be worn out. I'm just wondering what other options there are, and if it may be something that I can fix. Any ideas?

I assume your ATC has drum brakes. If the shoes are "tall," you probably haven't gone over-center with the brake cam, a common cause of drum brake shoes sticking. Chances are, mud and crud inside the drum.
Your mission, if you choose to accept it; pull hub, clean everything in sight (use non-residue brake cleaner), lubricate brake cam, brake shoe pins (not too much grease, you don't want that stuff on the lining or inside surface of the drum); inspect brake springs, cables (make sure they run freely), levers/pedals for free motion, springs for adequate return force, check adjustment wing nuts (check free play according to the manual), insuring they're not too tight.
Make sure the brake cam shaft rotates freely.

Sounds like you had some moisture in your brake drum, and over the winter it rusted up on you. I would remove the drum, clean the rust out, and when you put it together make sure the orings on the brake assembly are all good, put a little grease on them when you put it back together.
