Shift pattern on an ATC 70 is ALL DOWN. I had one from when I was 7 to 13 yrs old. FUN FUN FUN! Then I got a 200. woo hoo! front suspension! Boy, was that nice after my 70.

Save wear on your pull starter, just put it in second gear (two down-pushes on the shifter from N), then tow it around with something like your quad or truck. That way you're not wearing out the dogs and cogs in your recoil.
Not something I'd do all day, but it's a good way to do troubleshooting on-the-fly. You can be screwing with the choke/throttle/mixture while the engine is turning over.

Oh crap, never mind. I didn't even see the 8th or so post in this string. I'd check the decompression lever/valve. Is it set properly? If it's not connected, you're better off, even though it's harder to pull. With only 70ccs, though... how hard could it be?
If it's set to decompress too much, then your compression is suffering as soon as you pull on the starter. I think a little black cable comes off the top of the recoil at an angle and goes forward (???). Just disconnect the cable at the right side of the head, and see where that gets you.
It's been a while, so I might be a little off on some of my locations...
