Electric Start Help '82 200E

I can't seem to get my electric start to work. It clicks but no good. I thought it was the battery so I hooked up the charger/Starter to the battery and it sounds like something is bound up because it clicks and I hear a low hum like the starter is bound up. If I hook a jumper cable to the post on the top of the starter and hit the starter to ground it fires right up. I do have a pull cord and it runs fine but would like to get this to work. Is there a solenoid somewhere in line that could be messed up? Any suggestions?

there is a solienod in there somewhere, cross it with a jumper wire and see if anything happens, if she fires then that could be the cause. Also there should be some fuses in there somewhere as well replace them. I changed out the solenoid on a 300 honda and it was just the fuse ( spent 35 bucks for nothing ).
