I gotta 81 a85s and i know it needs a new throttle cable and im planning on doing a lot of work to it but it runs kinda eratic and i was looking is it normal for the choke plate to kinda bounce a round. Or do i need a new spring for it can anyone help thanx

The choke valve should remain where it is selected at all times. If it's moving around on you, first check to be sure the pin that engages the notch on the lever isn't bent or that the lever is worn out. Then look on to see if the spring is broken. The spring is there to ease the release of the choke valve, but doesn't keep it in a fixed position. The pin and lever do that.
Regardless of what you find to be the culprit, Honda, nor Keihin offers any replacement parts for any portion of the choke workings on these carbs.
You will have to get some pieces from a salvage yard carb or manufacturer your own fix for it.
