Because, come 2006, no manufacturer is allowed to make 2 stroke quads. Dirtbikes, yes; quads, no.
A lot of companies and private institutions are currently working on cleaning up the 2 stroke. Many have gotten the engines cleaner than 4 strokes. Truthfully, I'm thinking some manufacturer's will do it and bring back the quad once they clean the engines up. Of course, this will be years on down the road.
Edit: And the only reason they're allowing 2 stroke dirt bikes after 2006 is because there is a following for them. If racing quads was as big as motocross, guess who wouldn't be booted then. It's all about who has their hands deepest down in their pockets.
