Increasing the bore that amount isn't considered a "mod", just a way to get a worn cylinder back to square. The head in this case does not need to be bored, but it may need rebuilding. A 200s cylinder bore should run $50-$100. Get the piston manufacturer's specification for clearance, bring it and the piston with you when you get it bored. Even better is to have your machinist measure your cylinder first and have him recommend the piston size. For a performance increase you might consider a higher compression. Just not too high, remember, you have a pull start!

thanks for ur help, im going to talk to some buddies for some descent local machine shops. i guess its still ok to bore it out while i rebuild the top end right... even if nothing is wrong with it? it will help responsiveness correct? i was also thinking about a fmf exhaust

Going up a point or two in your compression ratio (200s stock is about 8.5 to 1) should up the HP by about 25%. A pipe should add about 7-10%, If you change the pipe, go a step or 2 up in the main jet, otherwise it will just lean out and run hot.
As to responsiveness, it helps if your compression is low, but going higher in compression is free power!
