Default New problem...brakes

After buying this 185S, the rear brakes worked great. However, after two times out they just quit working all together. I pulled the drum apart tonight to find it full of sludgy grease (I'm guessing water got in there), that doesn't seem to be the problem though. When I manually push on the brake activator thing....on the back by the axle...connected to the back of the drum. The pads only barely move. I have absolutely no experience with drum brakes, and the Clymer isn't much help on brakes. Would this be something frozen up or just a stretched line? Or possibly both? How much should they move if operating properly?

the shoes really dont move very far. When it is all put together, have the shoes adjusted to a very slight drag. The sludge was because #20 is bad HERE
