hello
it would depend on whats been done to them, and parts-availability,and what you really want
as for dependable-don't you guy's remember the elsinores,and maicos,suzukis,ect...
they were air cooled before water ,and are still dependable if rebuilt right
personally i would like the newer one just because its newer
but i think the water cooled ones are power valved,so they have a different power delivery
-a little different top end

no... i dont think honda powervalved them back then on ATCs or the next pahse in ATVs - the TRXs. Mine is NOT powervalved and its engine is derived from the ATC version with a few slight changes...none of the TRXs ever got powervalved during their 4yr production run (86,87,88,89). Now kawasaki and the latter suzuki 250's were powervalved if im not mistaken I think kawis was the KPS system and suzuki was called (sorry i cant remember!)...
now the CRs did get some type of electronically controlled RC valve that is still in use (im pretty sure it has been continuously improved since they intro'd it) on the 2007 models.
as far as the initial question, id go for the newer one as well. a freind of the fam had a 82 or 83 ATC250R back when i was a little kid, and it was fast, but stock it wouldnt be able to touch a 85 or 86 model in power, handling..reliability could vary amoung riders and if proper maintenance is followed.... but you are better off with a water cooled bike IMHO b/c excessive heat is not good for any engine...
as a testament of durability, mine is 20yrs old, im the 3rd owner, its it excellent conditon (was when i bought it) its only been rebuilt once, and will start right up and runs like a top and has plenty compression/power to spare. im very satisfied with the 250r (trx version). a most excellent machine! i actually prefer its handling over the 450R. that suprises allot of folks but it's my opinion of having both bikes..

You definitely want an 85 or 86. The difference is night and day from every aspect. If you get the air cooled 83-84 you will regret later that you did not get the 85 your talking about or wait to find another if that one is sold.

Please take my advise. Do not Buy a 83-84 there not as easy to find parts for. The 85s parts change out with the 85-86 trx. and the power of the 85 is more apperant. if you do buy the 85 I do recamend a fmf fatty pipe with the old style power core silencer. and a k and n filter that will help a lot.
