Default honda 110 plugs fouling

Since Day One, my honda 110 fouled spark plugs, if it wouldn't start, I put in a new plug and it was ok for just a few days though. I tried all different heat ranges, and even put in a new set of piston rings. The 110 still fouls plugs.
Any Ideas????????

I would check all jetting, re-jet completely and drop your needle one.

Air/ gas mixture too rich.
Either jets are too big, float valve in carb not sealing, or an air flow restriction.
Check air filter, try running it with filter box top off (filter on of course) & see what happens.
Stock carb? Rebuilt?
What jets?
Stock intake/ exhaust?
Bored?
