ATC 70 throttle response problems

I have an 84' atc 70 that idles well and will accelerate with no problems when the throttle is depressed slowly. The problem arises when the throttle is depressed fast or when the throttle is release to shift and pushed again to accelerate the engine bogs down and won't accelerate. It feels like it's flooding or maybe not getting enough gas.
I cleaned the carb, fuel lines and relined the tank to eliminate rust/particles getting into the carb. The throttle needle is set at the lowest notch (lean) so I adjusted it up a notch, it made the problem worse. I checked the timing and valve clearance all is well.
What else might I try?
