1985 350X - Kicker Timing Problem

I'm working on an ATC350X, and am having problems getting kicker and decompression cam to work properly. I know that the "dot" on the decompression cam aligns with the dot on the kicker shaft, and that the return spring hook indexes under guide and around boss. But you're supposed to end up with the dot on the shaft at the 12:00 position when you're done, and I haven't been able to make that work. I'm just getting part of a kick stroke. I know that it's a timing problem, but haven't been able to hit it yet. Any suggestions would be appreciated.

go to www.helminc.com and purchase a Honda service manual for the 350X... best 35 bucks you'll ever spend
