alright, i've been wanting extended a-arms on my 300ex for a while now, but they were too expensive, now i've found a set of new 400ex arms for only 50 dollars,, and i'm getting them for sure, but i was wondering, about how much would it lower my quad, and how extended would they be past stock width, and will it move my tires forward or back any??

It will lower your front end a little with your stock shocks. Not a great deal though. I think the a-arms will make your front end about 1.5" to 2" wider. I have heard they extend about 1" forwards too. With the weld-in shock tower from ATV Racing, you'll love your front end setup.
Do a search on this site about the conversion kit. You'll probably find out what you want to know. Good luck.

Here is the link to the ATV Racing website.
You should find out about the weld-in shock tower kit there. It consists of the actual shock tower, and a mounting jig. You must cut off your old shock tower. Then, you must use the jig to hold the new shock tower in place, and weld it in. A friend of mine did this to his 300EX. He used my stock 400EX a-arms, and a set of 250R shocks. It now handles much better than before.

Also, check out this page from 94DGblaster's website: 400ex A-arms and shocks conversion. His site shows good pictures of the setup, and explains the process well. Hope I've helped.
