No, not enough power, espeically for the money you are willing to spend....first, are you willing to buy something used? because if you are, then you should really look into the warrior/rap 350's and the z400/ex's. 200 pounds on a little 250 isn't gonna be much fun. I know because I mean the weight limit for my z400 is supposedly 235 pounds or something, but I dont listen to that. If you havn't used clutch before, and if you have some friends with bikes that have clutch, ask to try and get used to it because thats the only problem you will encounter. All those bikes I listed have good power, but its controllable. My top pick would be the z400 because you will probably never outgrow it and always be able to put more stuff on it. They respond great to mods. You can find very decent used z's between 3 and 4 thousand if you look alittle.

go for a used 400ex..or at least a 300ex or warrior. if u want to spend near all of ur money, then go for the z400 or clones, they're a little better than the ex. i got my 250ex last july and im guessing around october is when i became bored as hell with it. of course then i got a few little things for it, which helped a little. but take it from me, u will want something with a little more power within a few weeks/months

id go for a used z400/KFX400/400ex...they all have great power and are a blast to ride...you can pick up a used Z/KFX400 for 3500 in pretty much brand new condition...your gonna want more power like everyone else is saying...the z/kfx are fast,fun, and all around great quad...5 start rating...400ex's are also great quads too and have no problems with them but just not as fast as the z/kfx..but any of the 400's you will really love...

For your age, size, and experience, i would look at the Warrior/raptor 350 and the 300ex. You are a big kid, but I don't really think you need the extra power of the 400's while you are learning how to ride. The 300/350 class is plenty powerful and responds better to mods than the 250's you mentioned.
