Welcome to the forum Trail Boss. ATVs have ALWAYS had titles, just like cars, since they first started making them. If he is an honest guy he isn't a smart one IMO. If you look at the VIN you can figure out what year it is. There are 17 digits and the 10th one tells you what year it is. G, H, J, and K are 1986, '87, '88, and '89. http://www.atvstyle.com/index.php/atv-vin-number

I looked on the frame for the vin # I found a metal plate that had the number 1452982 on it. is that the vin number or is it somewhere else. It is a polaris 250. The guy wasn't sure of the year, but he thought maybe 1986 model. It has electric start so I don't know what year they came out with electrict start.

The VIN was on a sticker that's easy to see but must have been removed. It's 17 digits long. It's also stamped into the frame somewhere so it can't be removed. Ask a dealer where to find the VIN on it. You can't prove who owns it without a title, so it could be stolen. You can't get a title without a VIN. If this guy finds the VIN he can get a title then sell it legally and you're covered too.

The title says who it belongs to, just like your car title. No VIN - no title, no title - no registration. Unless your state is different from most. Check your DMV. If it's your vehicle and you give the DMV a registration or sales receipt with the VIN on it, they can do a title search and see who it's registered to. It would help if you said what state you're in. Someone from your state should be able to help you better than I can.

I do not have titles for my ATV's in Colorado, only the MSO (manufacturer certificate of orgin), It depends on where you live. Some states require the title, some do not. I do not need a title to get the tags for my ATV's.

The Manufacturers Certificate of Origin has half of the information that goes on a title. In MI we take it to a local Secretary of State office (our version of the DMV) to get the original title for $11. After that we can buy an ORV sticker for $16.25 a year at any sporting goods store. No license plates or registration either, just a new sticker every year, and proof of no-fault insurance. $16.25 a year for 3,000+ miles of trails sounds like a good deal to me.

Titles, licenses, trail permit fees if any, and insurance, by state, would make a good thread topic.

A title is required in Idaho as is registration (just like a car). Here is a link to state specific requirements. Make the seller get a replacement title before you buy.
