This same issue was addressed a few months ago and in the end, the guy "sold" it to a friend in Illinois who got Illinois paperwork which is less stringent. The friend then "sold" it back with the paperwork which he took to the license bureau and got a Missouri title/registration; problem solved.
My son has one without paperwork that was given to him by his grandfather who didn't believe in registering anything including boat motors, so when he takes it on public land deer hunting he hides it in the bushes.

If you get it make sure you get a bill of sale and take it to a bank and have them notorize it, you and the seller will have to be there. Then take it to the DMV and they should let you apply for a title. If not just dont worry about it.
Oh and if you are worried about it being stolen you can call the police department and they can run the VIN for you. Atleast here in Kansas City they will.

Won't cost ya squat...Take the vin to a hiway patrol or the sheriff an have them run it. They will let ya know if it is stolen or has a bank lien on it. Lot of times guys will sell one with no title because they still owe $$ on it at the bank or credit union an they have the title still.
You won't get in Chadwick without the proper papers an Mo. sticker.
