Do you mean that the starter will not turn the engine over? do you hear anything, like a click or the starter trying to turn? First, check the kill switch, don't know how many times I've sat there stabbing the start button and nothing happens only to find the kill switch was turned off.
you said you tried draining the carb and nothing came out, what was the reason for trying to drain the carb, or were you just checking for fuel?
There is a chance the carb overflowed into the jug, and your piston is hydrolocked, liquid will not compress, so the engine wont turn over. Pull the spark plug and see if that makes any difference, look out, if there is gas in there, it will come spraying out. Let me know what you find, and we can go from there.

Ok so now I got it to start and run by finally draining the carb cause it was flooded, but after riding it for a few minutes it quit again... I was able to start it again right away, rode for a few minutes, then it quit again... Could it be the cdi box?

almost sounds like you are running out of gas, if it was the cdi, it would usually need to sit a while to cool off, but I could be wrong. Might not be a bad idea to pull the carb for a good cleaning, making sure the needle and seat is working good and not stuck or full of dirt or rust.

I cleaned out the carb and put gas in and it's back to not starting... When I add starting fluid as in trying to start it I start to hear the engine respond a little but it will rev for a few seconds and die... Thanks for you help so far

Did you verify you are getting flow past the needle and seat, if you get a response from starting fluid, sounds like you are not getting fuel to the engine. Pull the spark plug after trying to start...is it wet or dry? I'm willing to bet its dry if you get a sputter from starting fluid, you may need to pull the carb one more time and put a hose on the fuel inlet and blow in there, see if you can push air through (by mouth, not with an air gun !!), then see if raising and lowering the float shuts off the air and then opens again when you drop it. If the carb bowl is dry when you take it apart, then the float is set too high, or the needle and seat is stuck. If you have plenty of gas in the bowl, then you have junk in the passages of the carb, like the pilot jet and idle passage, that will prevent gas from making it to your motor when you try to start it.
