I use a good degreaser (like 409) to clean my K&N filter. I use water to get the filter wet, spray on the degreaser and rub it in the filter a little, and rinse it off. I repeat the process untill the filter almost isn't red anymore. Then I let it sit in my house over night so it can dry, then the next mornning I oil it..... It's always a good idea to rinse the filter off FROM THE INSIDE of it with a hose.

Isn't the stock filter paper with a thin removeable foam element or have they changed them on the '03? If they are foam, you can use gasoline, the problem with that is that it eats the material in the filter. Kerosene is an option because most over-the-counter cleaners use some form of mineral spirits. I'll have to look at the name again, but I purchased a water-based oil and solvent that will soon be marketed by Honda. It is easy to clean with just an additive to water and is easy to wash off your hands. It works great for my UNI.
If the stock filter is paper, when it gets dirty, you change it.
