You will not feel that many gains from the carb because you will find that you'll be bumping off the rev limiter constantly, especially if you open the exaust up via end cap or a aftermarket exaust. The stock carb when jetted properly will supply the motor with everything it needs till you get to the point of doing internal mods. If you dont beleive me, ask the people I raced with my old quad. There were very very few quads out there that could run with it and even less that could beat it with equal mods. I very very highly recommend getting the CDI of your choice, modded end cap, and the Dynojet/K&N Jet kit and get it tuned spot on. Then if you still want more, then it is time to start looking carb and internal mods. Or if you want to get a little crazy go N20. At the most your out a whopping $45 for the jet kit that you can easily sell. The end cap and CDI you will always need and use.

The stock DS650 has peak power at 6500rpm. By the time it hits the rev limiter at 7700, you are past the optimum shift point. Advancing the timing curve builds about 1/2 horsepower on the bottom end and mid range of a stock machine and loses about a 1/2 horsepower on the top end. There is no need for a rev box until you move your horsepower curve up.
The first and least expensive step is the exhaust. Then the 44mm HR Lectron carb kit (which is $499 with twist throttle kit and std ported intake) or the 46hv HR Lectron which is $699 with twist and std ported intake.
These will boost you 7-10 hp at peak, and about 10-12 hp in the mid range (regardless of which cdi you have). Then you can save up for the $150 HR cdi box.

a good CDI box will improve throttle response considerably and add lowend if the stock motor is breathing properly - i.e. exhaust.
