Wouldnt it be nice if it were that easy! It depends on who regulates them. The USDA takes care of many forests and recreation areas including dunes. That might be a good place to start at http://www.fs.fed.us/recreation/map/finder.shtml

Utah- Little sahara UT, 110 miles S.W. of Salt lake city near Delta
- Knolls, much smaller but fun anyway 80miles east of SLC.
- Coral pink Southern Ut. I've only been once and don'y remember off hand the name of the town it's closest too.
Idaho - St Anthony- ya it's that good, it's actually has been made a saint! It's on the out skirts of Rexburg ID.

dunes!! where??
there is also a small dune area in middle southern Idaho. between american falls and burley/rupert area. its on the north side of the snake river out in the desert. its called lake channel. a small sunken lava tube filled with sand. its cool because the sand is piled up the lava walls. so you can shoot up to the top edge. or jump down in off the the wall.
