Default filled intake and exhaust ports with gas and-

i got my head all the little bit of carbon off of my head and i pour a little gas in each the exhaust and intake ports and nothing leahed through the valves so i put my head over a 1/2 gallon bucket pushed down really hard on the springs and got the valves to open and let the gas run through each valve to clean it out dried everything off and tried it again putting gas in the intake and exhaust ports and the exhaust valves seal pretty good a little damp around the valve seat and the intake valves the gas doesn't drip out or run right through but it seeps out, my question is why didnt it do it the first time unless there was carbon sealing them or when I opened the valves and flushed them some debree got under the seat, any suggestions or comments would greatly be appreciated, by the way how much does a valve job cost? thanks in advance
