I have never seen that, new one on me...can't think of a purpose.
I would imagine it is impossible on a lot of quads, having the spring going all the way to the bottom where they connect to the a-arm would be in the way of some a-arm operation at full extension when the front comes off the ground. the shock tube itself is within a fraction of an inch of contact, let alone another inch of radius from spring winding if it were upside down.
