I had this happen on my 800 and it turned out to be a faulty pressure switch on the master cylinder.
The way I determined this was reading the news groups and simply testing to see if the brake lights worked.
When I replaced the sending unit, all worked again.
Not sure if the 400 is the same, but it may be.

thanks randall i checked the site you said.it turns out that it was what i thought .
the pressure switch was faulty. it is located behind the left front wheel. you can get a switch from napa
echlin # sl 134 will get one and try it $9.00 they say it is $20.00 from dealer
