Hard to tell for sure from the picture, but it looks like a vent tube. Have you tried to trace it back? Could be from the battery or gas tank.
Not familiar with that model, but if it's water cooled, it could also go to the overflow bottle.

Well it wont start now so i dont kno whats the problem is would you know why it wont start like the battery is charged and there is gas going to the sprak plug its just not starting it turns over and everything do you think it has somthing to do with the cord cause the end of the cord smelt like gas so i dont think its a gas vent is it?
