Try Jumping the atv with a Charger or another battery, these Chinese atv batteries are known to be junk and it may just not have enough juice to work it all. Do the lights dim when you try to start it, if so It's probably the battery.

Have you checked the battery with a volt meter?
Also, have you tryed to recharge the battery yet?
I can't tell you the exact way to test a starter but check the voltage in to the starter and make sure you have voltage in and out.
I can tell you how to read the meter if you need help with that.
Also,is there any safety swithes on the quad? if so,check continuity with the meter through those switches as well

Not sure on what the alarm function you are refering to does.
Do you still hear the clicking sound when you try to start it?
My best guess is that you either have a bad battery, which is not holding a sufficient charge or possible a blown in-line fuse somewhere in the electrical circuit.
If you have a meter, check the battery voltage.
if you don't have one you can take the battery in a local auto repair shop or someplace that sells auto parts and have it checked.
With the dimming lights, i'll bet the battery is no good,is the removable caps on top of the battery? if so,check to make sure the battery is filled up to the fill line with distilled water.
