Commando 250 stuck in forward position

Commando 250 stuck in forward position
My Commando 250 is stuck in the forward position. Is this easily fixed or do I need a new transmission? Also, the back breaks don't seem to work real good. I can change breaks on a truck, is this a similar thing.
