Default Eton 90 has no power

As the title suggests I have an eton 90 with no low end power. It has a fresh rebuild on the top end and a new carb. Compression is plenty high, 140+. I pulled the clutch cover and everything appears to be working as it should. Cleaned the rollers in the variator as well. Any other suggestions? The engine runs fine

In case anyone stumbles across this, it was a plugged spark arrestor. One of the first things I SHOULD have looked at, duh
