Default dinli diamondback 90cc runs but doesnt take move from stand still without help

hello I'm new to these forums and still finding my way around . I have a dinli diamondback 90cc quad that I purchased for my daughter and the problem is it really sluggish from dead stop and doesn't want to move . if I pick the rear end up it will throttle out, but if I set it down and jump on it doesn't want to move unless I help push it to get going. I tore the carb down and cleaned it all out and checked the belt and its still acts the same . From what I read it might be the clutch roller weights , just looking for some help and ideas please

You can remove the CVT cover and see if the system operates correctly. Plenty of videos on youtube on this. Could be rollers, springs or clutch.
