Without seeing more of it, first guess would be a crankcase vent hose.

Wow that is cheap, four speeder with starter included for $135. I can;t make out what that pipe or wire is either. It is about where the gearchange indicator wire comes out on some Honda clones.

I have that motor except mine is a 125cc. That where my crankcase vent connects. The tube should include a PCV valve and the other end should connect to your air filter.
