I put a set of Mudlites with c-series type 4 rims with wheel caps on my Rubicon. Should the wheel caps be able to turn any? The reason I'm asking is because one of the wheels I can turn the wheel cap about a 1/4 turn and the rest I can't turn at all. Is there a certain way to put those things in the wheel? Thanks
