Tires? Wheels? Or both?

I'm new to ATVs. I need a new tire, and I'm hearing I should just get a new wheel, too. They'll assemble the whole thing, balance it, and install it.
Is this the normal thing to do? Do you usually buy these things separately? How often do you find yourself needing new wheels, or do you just get one every time you change a tire?
Sounds funny to me...

A good quality set of wheels should last the lifetime of the quad, and you just change out the tires as they wear out. You will likely go through many sets of tires. My local dealer mounts a tire for $8. Simplest thing is to pull the wheel off yourself, and just take it in to mount the new tire. You usually don't balance quad tires.
That's not to say that it isn't possible your wheel is messed up, and does need to be replaced.
It is kind of weird that you are replacing just one tire. If the other side is worn, you need to replace both tires so they match up. If it's a 4X4, might need to replace all four.....

Money grab, bro. Don't let 'em tell you that a new wheel is needed unless the rim you have is biffed and baffed.
Although... I don't see anything wrong with wanting to spruce up your bike with a full set of attractive eye grabbers on all four corners of you prized atv. I've got them and I'm sure there are at least 50% of the dudes on here have them too, but, trust me it is a "looks" thing not a durability thing.

i buy new tires and wheels when i replace them the first time. i ride really hard on crazy trails and usualy end up with a bent rim or air leak at the bead of the stock alloy wheels by the time the tires are worn out. if they look good and spin true dont worry but if they have bad dents or dings on the edges replace them. alloy rims dont handle abuse well they will crack or worse when the get bent. im a fan of good steel rims.
