Severe negative camber?

1998 Suzuki LTF-160 with what I would consider sever negative camber. When looking from the front, the tops of the tires point inwards a great deal. It's also hard to steer and very "squirilly", besides looking "goofy". I know the tie rod ends are a bit worn, but is this enough to cause the negative camber? Can worn front shocks also be the culprit? Would new front shocks push "down" enough to correct this problem?

Any help is appreciated!
