Are any of the Imperial closures open??

The RAMP came out a few weeks ago. We still have a month to protest what ever we don't like.
The way I understand it is all but the large central closure will be OPEN! As for the central closure it will be on a permit basis. It states that ALL riders who go in that area must either take a short course or sign papers saying they understand the issues in that area. It also calls for 75 groups with 7 in a group per day (575 total) and this is ONLY during the day, no night rides in this area.
The problem is these permits will be easy to get on-line which means the eco-****'s can get them all and never use them thus keeping people out!
There are also other BS items in the RAMP, like alcohol bans out of camp, curfews and on and on.
