Tao tao ata 300-h1 carb problems...help?

Im new to the forum and seeking help with my tao tao 300-h1 it idles low than high than low again. When i give it throttle it seems to want to die idling or in 4th gear. I suspect its issues with the carb tuning but im not sure if it needs more gas or more air... Any ideas? Also my front brakes wont compress ive drained all the old fluid out and bled them for over an hour and still getting nothing, im not an idiot but new too quads and need some help.

sounds like a vacuum leak at the intake boot or the flange where, if equipped, an O-Ring would be located. sounds like it is getting too much air and not enough fuel. let it idle, conservatively spray starting fluid/ether around the carb area. if it revs up, you've found a vacuum leak. if not, then we'll move on to checking other items. BTW, welcome to the forums. is this a used quad you bought or what's the history? have you cleaned the carb? removed the jets and cleaned them?

Thanks for the help ill give that a try and get back to you with what happens. I bought the quad used from a guy who in my eyes was a red neck mechanic who seemed to have jerry rigged the thing up pretty good. He by passed the kill switch to have the key as the kill switch because the button was broken he had cut a hole in the plastic so you could access the coolant lid easier, which is a whole nother problem on its own because he wired up a switch to the fan so you have to turn it on while you ride and off when your not. The coolant reservoir doesnt have a tube connected anymore which i thought was not right but he assured me its fine. I took it for a ride and the muffler heated up so much that the vibration bushings on the muffler caught on fire and burnt off. Im a tradesman and consider myself somewhat mechanically inclined but im not a mechanic. The bike runs and for 300 bucks i wasnt complaining. I can up load some pictures of this beast with some of the jerry rigging if it helps you help me. I know this bike can go fast as hell but its not reaching its full potential.
