Bayou 300 4x4 problems... Again!

I have a '94 bayou 300 4x4 with some major issue.
Here's what I know: battery tested out good (12v, drops to about 11v with ignition pressed), timing good, valves good by feeler gauge, new fuel, carb good, good spark when removed from head and grounded on motor, e-start engaging.
I noticed that the lower end of what I assume is a vent tube (upper end connected to crank case, goes to a "T", then one goes down and one up and back) is hanging loose
The problem is I cannot get it to fire AT ALL with plug in, with carbed fuel or starter fluid.
It's down to electrical which I do not have the ability to test. Not sure if cdi is fried or not. At this point I'm thinking of buying new cdi and trying that. I'm stumped!
Any thoughts? Thanks
Update: tested the cdi and regulator with multimeter according to the tables in the manual, every combo tested came back as "1" which as far as I understand indicates a bad part. Yes? Guess its time for new cdi and reg
