Carbs are cheap on ebay if needed.. Does it have spark? You can check by grounding the plug to the cylinder.

yes it does have spark and if I toy with carb enough I can get a sweet spot and get a blah blah sound like it wants to start like a weak little ignite could that be caused from low compression not getting enough combustion to really cause ignite and start?

One thing at a time. Just get the top end kit cause 55 pounds compression is way too low.It may try to crank, but you're beating a dead horse. You can try cleaning the carb after the top end is done or just get a cheap 15 buck carb on ebay.

would you be able to give me a short guide or walk me thru important steps on rebuilding this little dinli 90 I've never re built one before and do I need to remove motor from frame to re build it? Everyone says 2 strokes are easy. My re build kit should be here Monday so trying to prep and have the info I need to make it easier. I appreciate your help

Yes you can replace it with the engine in the frame in most cases.Several videos on youtube on two stroke top ends. Main thing is the piston pin clip open ends must face down or up not sideways and the ring stop pins lined up as explained in the video. Al marks on rings face upward. Polaris 90 head nuts torque at 14 foot pounds. The Dinli is similar in design and should be around the same.

No special grease needed. Just use some 2 stroke oil on the upper bearing and pin, wipe the cylinder with a film of oil after you clean it,then use a little on the rings. You don't want to have a top end completely dry of lubrication when you start it.
