I would say the float valve/needle valve is leaking through or it's a problem with the float.
A thorough teardown, inspection, and cleaning of the carb is in order. Clogged air bleeds can also cause internal leakage.
Assuming this machine doesn't have a vacuum operated petcock, those can leak fuel through the vacuum line.
I'm suspecting an air leak also, since the engine seems to use the extra fuel to rev up. It should be flooding/running rich if it's getting extra gas via the oil. Instead, it's revving. Check the carb/intake boots while the carb is off.
