Using the clear tube method my fuel level at idle is even with the bowl mating surface. When I increase throttle the fuel level drops way down to almost empty. It's a new carb so dirt probably isn't an issue.

 

have you checked farther up the system? If it has a fuel shut off they some times get crap in them blocking flow. Also if it has a fuel filter has that been changed. I would even change up the fuel lines as they can brake down internally and send crap into the carb slowing/blocking fuel
